Collective Impact

First developed by the notably successful RE-AMP project involving now 8 states in the US Midwest, 

The process starts by bringing together all the entities that make up the systems whose interactions are producing emissions. Together they map their understandings of how their system works, identifying key leverage points and emergent goals, then "systems specs" that define the solutions they need. Together they find and test out new solutions, structures, protocols, etc. finding that which enables them all to achieve substantially improved outcomes.
